Add options to rename UI

Was watching the LSP sync up, seems the platform now supports options in the rename UI, like Roslyn, via a prepareRename method. We should add support for it.

I've been doing bits of investigation for this feature and adding the capability for our rename UI to also have e.g. "include in comments" checkboxes. As part of this we need to first enable razor to use textDocument/prepareRename.

I'm drafting PR #8767 to contributes to this but it is not urgent. I think first off we need to fix some of the existing rename use cases before wanting to enable prepare rename additional optional capabilities.
