"Completion builder" is always present in every completion session

A misunderstanding of #11392 - although it fixed something else. :)

By "completion builder" I mean the Visual Studio concept and not the completion named __builder.

Anywhere I type is like I was giving a name for something:

Note: the completion mode (which can be changed with Ctrl+Alt+Space) is switched off. It works normally in C#.

Note 2: I can switch it off in Razor if I press Ctrl+Alt+Space twice for the current session, but it turns right back on for the next completion session.
