This PR temporarily disables the blazor_scenarios performance testing in the WASM pipeline due to failures in the aspnetcore repository. The test job will remain disabled until the underlying issue is resolved, with a tracking issue created for re-enabling it.
- Wrapped the blazor performance job template with
${{ if false }}:conditional to disable execution - Added inline comment referencing the root cause issue and re-enable tracking issue
