Disable PerfFileStream on Linux while we wait for dotnet/runtime#67545 to be fixed.

Should mitigate issue #2366

@LoopedBard3 LoopedBard3 added bug Something isn't working pipeline blocker issue blocks perf pipeline stays green. This be considered high priority. impact test coverage test maybe disabled due to this issue reenable Issue that specifies something that was disabled and should eventually be reenabled labels Apr 13, 2022
