Provide API helper for deduplicating checks

this feels like something that we should provide in the Check API layer, not per-check.

Notes

We might need more granularity on what and how to deduplciate (as execution of same project file, but with different global props might be wanted to be rechecked in some cases)

The usage of the deduplication should be searched and extracted in all builtin checks (as some use a different modifications)
