Description

The status bar of the ManualMauiTests sample project is blank when debugging on the Android API36 emulator

Steps to Reproduce

1. Install PR build Pipelines - Run rel.d17.14-36211.08
2. SDK manager will need to install "Android SDKs Platform 36" and Download"Android 16.0-API 36" emulator
3. Update net9.0-android TargetFramework values to net9.0-android36
4. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests on Android platform.
5. Observe the simulator status bar display

Actual Behavior:
The status bar of the ManualMauiTests sample project is blank when debugging on the Android API36 emulator

Expected Behavior:
The status bar displays normally like debugging on the Android API35 emulator

Is this a regression from previous behavior?

Yes, this is a regression. The issue not repro on Android 15.0-API 35

This issue has been verified in Visual Studio 17.14.5 Preview 1.0 on windows. It can be reproduced on the Android platform for Api-36 using the following versions 9.0.0, 9.0.70 & 10.0.0-preview.5, and the issue was not reproduced on Api-35
