[Android] Unable to set unselected iconImageSource color when toolbar placement is set to bottom

Description

In SR6 a fix was added which enabled users to set the unselected colours for each IconImageSource on Android. Previous Issue. While this works in default cases I have observed that if I want to change its placement to the bottom of the screen the fix no longer applies and all tabs are stuck with the same unselected colour. In the screenshots below Tab 3 should have an unselected colour of red while the other two tabs should have a default unselected colour of blue.

Below is an example of the correct icon colouring when Tabs are left at default position.

Steps to Reproduce

1. Load App
2. Observe incorrectly assigned icon image source colours when navbar is positioned at the bottom of the screen.

This issue has been verified using Visual Studio 17.14.0, Maui version (9.0.60) in android platform.
