Description

Progress spinner is not disabled.

Affected test cases:
C6 - RefreshView is disabled correctly

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests on iOS platform.
2. Click C -> Click C2 - RefreshView is disabled correctly -> Pull down to initiate a refresh.
3. You will see that a progress spinner will appear.

Actual Behavior:
A progress spinner will appear.

Expected Behavior:
A progress spinner will not appear.

Is this a regression from previous behavior?

Yes, this is a regression. The issue cannot be reproduced on 9.0.40 & 9.0.0 & 8.0.100 & 8.0.3.
