[MAUI] Rotate the simulator and the page is truncated

Description

Rotate the simulator, the page appears truncated; Rotate again and the page will not follow the rotation and will still be truncated

Note: The issue only occurs on the iPhone simulator, the iPad simulator works fine

Steps to Reproduce

1.Clone project https://github.com/rachelkang/recipeSearch.
2.Deploy the project to iOS Simulator on mac.
3.Rotate the simulator orientation and observe the page

Expected:
Rotate the simulator, the page does not truncate and follows the rotation

Actual:
Rotate the simulator, the page appears truncated; Rotate again and the page will not follow the rotation and will still be truncated

Is this a regression from previous behavior?

This bug is a regression, it can not be reproduced in the latest stable release :8.0.21 and nightly version: 8.0.40-nightly.10537+sha.b0e562e532-azdo.9451576
