[Bug, ScrollViewHandler, iOS] Clicking no longer works on the main page of the samples


### Description
 If you load up the iOS control samples you're unable to click any boxes

### Steps to Reproduce

1.  run Controls.Samples.iOS
2. try to click on any of the boxes

If you revert back to the legacy scrollview renderer then it works

### Expected Behavior
Ability to navigate on the gallery

### Actual Behavior
Navigation doesn't work
