Update bgen to generate DynamicDependency attributes instead of Preserve attributes

We're planning to obsolete the Preserve attribute, but we still generate the Preserve attribute in the generator (#10734), so before we can obsolete the attribute we need to update the generator to use the official linker attributes (probably the DynamicDependency attribute).
