StaticPipe.Runtime namespace

As part of #1697 , we have removed "Runtime" from namespaces

Do we also get rid of the Microsoft.ML.StaticPipe.Runtime namespace, and perhaps consolidate the code related to the Static API inside the Microsoft.ML.StaticPipe namespace instead ?
