Speedup download of dotnet cli bundle

dotnet cli now bundle fsc/fsi coreclr, not need to publish.

Let's doogfood dotnet/cli F# (we can also try project.json)

the -UseBasicParsing speedup the download of dotnet/cli ( a lot )

TODO:

• fix compile errors
• fix package versions ( latest is -rc3 )

i think the error is -r:d:\github\fsharp_coreclr\lkg\FSharp-14.0.23413.0\bin\FSharp.Core.dll in proto.

we should use FSharp.Core shipped by dotnet/cli or restore "Microsoft.FSharp.Core.netcore": "1.0.0-alpha-151221", nuget package.
