Bad_json tests are failing on Azure SQL

Seeding for AdHocJsonQuerySqlServerTest.Bad_json_properties_* tests fails with

Microsoft.Data.SqlClient.SqlException : JSON text is not properly formatted. Unexpected character 'n' is found at position 1.

Odd, I'd expect this same failure on SQL Server 2025, but am not (as in #36630, the JSON data type and related tests should be temporarily disabled for Azure SQL). This sort of failure is for when we seed with the N'' prefix (for nvarchar instead of varchar), and that doesn't work for the json data type.

We can revisit once JSON data type support is enabled for Azure SQL.
