From doing the NRT work, there seems to be a lot of issues surrounding the global namespace when it comes to adding a new migration. We should add more tests in this area and fix any bugs.
Things to test:
<RootNamespace />in the project--output-dir .
- Last migration in the global namespace
- Model snapshot in the global namespace
