example code does not work with sample config file

the api used, Environment.ExpandEnvironmentVariables(rawXmlString) will only work when the config file has the following <add key="COMPUTERNAME" value="%COMPUTERNAME%" />

Environment.ExpandEnvironmentVariables only expands % delimited tokens.
