This PR removes the .openpublishing.redirection.aspire.json file that was never functional. The file contained a single redirect configuration that doesn't work because: (1) it was never registered in .openpublishing.publish.config.json's redirection_files array, and (2) the source path /docs/aspire/get-started/upgrade-stuff.md doesn't exist in the repository. The PR appropriately cleans up this non-functional configuration.
