EnforceCodeStyleInBuild parameter documentation missing performance note #51575

Description
The documentation for EnforceCodeStyleInBuild in the SDK MSBuild parameters docs (link) does not include the same performance note that Code Analysis documentation has for EnforceCodeStyleInBuild (link).
(However, for performance reasons, a handful of code-style rules will still apply only in the Visual Studio IDE.)
This has created some confusion in dotnet/roslyn#49439
