Fix Azure links

Links that go to either https://azure.microsoft.com/documentation/* or https://azure.microsoft.com/en-us/documentation/* now have new URLs. We should update those links.

A couple of notes:

• For links inside docs.microsoft.com, we use relative paths except for the following e-book folders:
  • https://github.com/dotnet/docs/tree/master/docs/standard/containerized-lifecycle-architecture
  • https://github.com/dotnet/docs/tree/master/docs/standard/microservices-architecture
• When using the absolute URL, we remove the locale such as en-us, to be locale agnostic.
  For example, from https://azure.microsoft.com/documentation/articles/vs-azure-tools-docker-edit-and-refresh/ to https://docs.microsoft.com/azure/vs-azure-tools-docker-edit-and-refresh
• For relative paths to docs.microsoft.com that are not under dotnet, the URL https://docs.microsoft.com/azure/vs-azure-tools-docker-edit-and-refresh would have the link URL as /azure/vs-azure-tools-docker-edit-and-refresh
