Strong name should not be used for security

We have some outdated guidance in our docs in regards to strong naming.

We need to:

• Review warning on topic https://docs.microsoft.com/en-us/dotnet/framework/app-domains/delay-sign-assembly
• Review second paragraph of the topic https://docs.microsoft.com/en-us/dotnet/framework/app-domains/create-and-use-strong-named-assemblies#top
• Review docs in general to see if we have more instances of this

I reviewed all locations where "strong name" is used. This is the only one that references "strong name" in the context of security

@blowdart @dsplaisted Do you recommend any changes to that section? If not, let's close this.

So in that link @BillWagner posted there is "However, no level of trust is associated with a strong name". We should copy the warning into that topic, and put it under the Strong-Named Assemblies and Signing Tools heading
