`osx.13.amd64.iphone.perf` queue isn't functional

Description

The iOS performance queue osx.13.amd64.iphone.perf is marked for removal, but we haven't created a new queue. The DDFun team left one functional machine with an attached device. Currently, all jobs submitted to this queue remain in the waiting state.

According to the DDFun team, the machine is up and running, which indicates that the issue may be that the queue is disabled because it was previously set for removal, or due to a similar config problem.
