Build Analysis and Helix Queue Insights checks block PRs without AzDO pipelines

This PR only has a markdown change and did not kick off an AzDO run. The checks run, but since there's no AzDO build, the checks just sit there in a waiting state. dotnet/runtime#112885 (also see screenshot below)

Suggested fix is that Build Analysis can look for the Azure Pipeline checks to see if they have been skipped: "This check was skipped", and if all of them were skipped, then we can mark BA as green/completed and maybe make a note on the PR as to why BA is green/completed.

As a workaround, aspnetcore added a dummy "always green" pipeline for PRs that would exclude other CI jobs: dotnet/aspnetcore#62509
