Improve SOS testing on 3.0.x and future runtime versions

Currently we only run our daily SOS/diagnostics tests against the master runtime version (5.0).  

- [x] We need to add testing of the 3.x branch runtimes.
- [ ] We also need to keep SOS forward compatible by testing the latest stable version against the current master (5.x) runtime.
