WASM-tools failing on Blazor Webassembly build #10385

Description

WASM Buildtools 10.0.7 installation started breaking Blazor Webassembly build pipeline.
The following error is given, no other indication seems to be present.
emcc : error : 'E:\_agent\_work\_tool\dotnet\packs\Microsoft.NET.Runtime.Emscripten.3.1.56.Node.win-x64\10.0.7\tools\bin\node.exe E:\_agent\_work\_tool\dotnet\packs\Microsoft.NET.Runtime.Emscripten.3.1.56.Sdk.win-x64\10.0.7\tools\emscripten\src\compiler.mjs E:\Temp\tmphzecbhap.json --symbols-only' failed (returned 3228369023)

The build was previously working with .NET SDK 10.0.201 and wasm-tools 10.0.5.
Cannot roll back to wasm-tools 10.0.5 from 10.0.7 as 10.0.5 is not found. See issue #10384
