We can skip CI on text-only/non-code changes, now that "Build Analysis" is the only required check. Matches exclusions for quarantined-pr

Pull Request Overview

This PR introduces file path exclusions in the CI pipeline to skip checks for text-only or non-code changes.

  • Added a "paths" exclusion block in ci-public.yml to ignore changes in non-code directories and specific files.
