HTTP/3: Enable platform smoke test on all platforms

The HTTP/3 platform smoke test is disabled on a couple of platforms. We should enable it everywhere once fully supported.

• Alpine. Updating to Alpine 3.15 should fix.
• Mariner. Packaging for Mariner 2.0 is in-progress: Packaging for Mariner Linux 2.0 microsoft/msquic#3376
• Debian 12 uses a newer OpenSSL which currently isn't supported. Need to wait for msquic to be updated with OpenSSL 3.0 support (Support QuicTLS (OpenSSL) 3.0 microsoft/msquic#2039)

We're moving this issue to the .NET 8 Planning milestone for future evaluation / consideration. We would like to keep this around to collect more feedback, which can help us with prioritizing this work. We will re-evaluate this issue, during our next planning meeting(s).
