Consider single copy of permutations of deployer selector

These item groups are getting cumbersome. Suggest making a single "infrastructure++" project and have it share internals with the real test projects. Ideal if that let's us move some of the code out of $(SharedSourceRoot).

Could some of these move into ../FunctionalTest.props

We're moving this issue to the .NET 7 Planning milestone for future evaluation / consideration. We would like to keep this around to collect more feedback, which can help us with prioritizing this work. We will re-evaluate this issue, during our next planning meeting(s).
