INSTALL STEPS

1. Clean machine: Win11 x64 23h2 ENU
2. Install VS 17.12.3
3. Install Aspire 9.1.0-preview.1.24577.7
   • Apply dotnet9 feed

REPRO STEPS

1. Open CMD, create an Aspire Starter App using following commands:

dotnet new aspire-starter -o AspireStarterApp
cd AspireStarterApp/AspireStarterApp.AppHost

2. Dotnet run the project in CMD, and open URL in the browser.
   dotnet run

ACTUAL
The page displays "No resources Found" while the Aspire Dashboard is loading

EXPECTED
"Loading" is displayed before the page jumps to the normal page

This is due to a regression in fluentui-blazor, filed microsoft/fluentui-blazor#2998

Verified this issue is fixed on the latest Aspire 9.1.0-preview.1.25070.5, close it now.
