We will allow changes to submodules in the VMR. Those will be done by the darc vmr reset-submodule.
The validation leg running in the VMR build must allow submodule changes BUT only when it's accompanied with a change in the source-manifest.json - meaning you need to make sure the change has an existing commit somewhere else. We don't need to verify that it does and that it matches, we will trust whoever made the change.
Don't forget to backport this to 10.0 branches.
