[BarViz] Exception for reading theme from localStorage

Fluent complains in the console about failing to read the application theme from local storage even though the app loads the last selected theme without issues. Could be some redundant theme load that is throwing

Issue of the FluentUI library that has been fixed in a newer version compared to what arcade-services has - microsoft/fluentui-blazor#2956

Bumping it to 4.11.0 should resolve the exception
