Was hoping for a newer runtime here, but it looks like we are waiting on: dotnet/installer#17118

Two different parameterized tests failed with:

Debugger should have connected but it did not.
Expected: True
But was:  False

And on rerun a different one failed.

We should be able to ignore these, merging.
