Binding projects run the ExportJarToXml target too often

Steps to Reproduce

This will probably happen from any Java Binding project.

1. Clone https://github.com/jonathanpeppers/glidex
2. Build the binding project: https://github.com/jonathanpeppers/glidex/blob/master/glidex/glidex.csproj
3. Modify Metadata.xml, just add a whitespace change
4. Build the project again

I expect that the GenerateBindings target should run here, since we modified XML.

But you can see the ExportJarToXml target is not skipped:

 Building target "ExportJarToXml" completely.
 Input file "C:\Users\myuser\Desktop\Git\glidex\glidex\obj\glidex.csproj.nuget.g.props" is newer than output file "obj\Debug\api.xml".

ExportJarToXml takes between 1 and 2 seconds on my machine. I suspect large Java libraries could be much slower.

This example has class-parse enabled, it is worth investigating if jar2xml has the same behavior.

Expected Behavior

ExportJarToXml only runs if input files change, such as:

• JAR files
• AAR files
• The project file

Actual Behavior

ExportJarToXml runs even if only XML changes.
