Address stress tests failures and enable them in CI by default

The stress tests don't currently pass reliably, so they are disabled by default in CI. Look into the failures and fix them, and then enable the tests in CI by default.

Depends on work by @benrr101 to modernize the stress tests, so please coordinate with him before starting this work.
