Auto-flush support for SimplexStream at 4KB threshold

Adds automatic flush to SimplexStream after 4096 bytes written, enabling data to be available for reading without explicit flush. Updates Write and Flush methods to support this logic. Adds comprehensive unit tests for auto-flush behavior, backpressure, and edge cases. Updates solution file to mark nerdbank-streams.njsproj as buildable.
