VB Net Framework project throws exception from command line tool

Steps:

1. Created an empty 4.6.1 VB project in VS 2019.
2. Added nuget package for BenchmarkDotNet.
3. Build.
4. From prompt, run "dotnet benchmark ClassLibrary2.dll"
5. Get the following exceptions:

Hi @russellfoster

We were not able to fix this issue in a limited amount of time and we have decided to just remove the command-line tool. This has not been yet announced as we have not released a new version to NuGet.org, but the code has been already merged: #1572
