Add configurable prometheus metrics annotation support to helm chart

Description

Add support for configurable prometheus metrics annotations in the helm chart to enable better observability and monitoring capabilities. This should include configurable scrape paths, ports, and intervals for prometheus to automatically discover and scrape metrics from dotCMS pods.
