Notification e-mail not working properly

With the fix to postfix CVE-2023-51764 the SMTP code implementing the notification cannot communicate with postfix unless the CVE fix is not disabled. See CI change in #4918.

The SMTP code needs to be fixed or replaced with third-party libraries.
