What this card is

A parked decision. Do not sell a second pad window.

launch_handler is navigate-existing. Each DocumentPage opens one socket. Extra windows multiply occupancy and persist work. Row Open stays in the same tab. “Open in new tab” stays an extra menu row.

Do not build

• A default second window
• Changing navigate-existing to always spawn

Close this only if a later ruling overturns it with new evidence.
