This builds on #105 to implement rabbitmq/rabbitmq-server#1234, thereby allowing us to punt all "math" to RabbitMQ's internal algorithms (we simply inform RabbitMQ what the cgroup limit is, if applicable, and convert the value of
RABBITMQ_VM_MEMORY_HIGH_WATERMARKinto a configuration block RabbitMQ can consume appropriately).
