No pecl in 8.6-rc #1682

It looks like #1029 has made its comeback.

I'm managing several internal PHP base images (by major-minor) with different extension sets. After adding 8.6-rc to my build matrix today, I found that all 8.6-rc based builds are failing, because the pecl executable is no longer bundled.

Here are some snippets from the build log with relevant information:

    Is there a workaround for PECL extensions which are not yet migrated to PIE, e.g. ext-imap (yes, it is a bad idea to still use this, I know)? Thank you!
