Scale setting affects instrument selection in Phrase View

When a scale is selected, pressing A+Left/Right when in Instrument column on Phrase screen skips instrument numbers.

Steps to reproduce

1. Select a scale in Project screen, I used Algerian
2. Go to Phrase screen
3. Enter a note, go to the instrument column, and try to increment/decrement instrument number
