Ongoing stewardship of Django-prometheus

Hi all, for the last 1.5 years I've been a pretty bad steward of this library. I'm sorry to anyone who's been inconvenienced by my slow response times. I just didn't have much of an interest in working on this project anymore. Fortunately @asherf has offered to take the role of maintainer of this project as well as its siblings (pip-prometheus, logging-prometheus, gc-prometheus). This is great news for everyone who depends on this tool. Thank you Asher for your help!
