Proof of concept of ietf-wg-ppm/draft-ietf-ppm-dap#564, only supports single round VDAFs for now.
Rather brutal hacks take place here, rather this is illustrative of the work we'd need to do to adopt this proposal, and lets us experiment with it in load tests.
Note it only passes the
aggregator::http_handlers::tests::aggregation_job_init::aggregate_initsince I haven't plumbed through the polling logic to the remaining tests.
