This is called topic in the API:

• Using guild.createForumChannel(): ChannelAction#setTopic

  guild.createForumChannel(name).setTopic(guidelines).queue();

• Using channel.getManager(): StandardGuildMessageChannelManager#setTopic

  channel.getManager().setTopic(guidelines).queue();
