update libs/armeabi to have sqlcipher files

unless @ctsims we don't have these in there for the build server's sake?
because I think we need this to build on people's machines (at least
mine and a few people on commcare-users)

So I'd prefer to revise the general bootstrapping process all at once (I
don't think this is the only thing you have to do to make the build work),
and I'm not 100% sure whether adding things to /libs messes with the build
server build. I think if we can confirm that Ant runs properly on a clean
checkout with those files in /libs (and it doesn't make the build bigger)
we can probably go forward with it though.
