Add reference to OpenSSL to the next build of squid

1. OpenSSL license clause 6 effectively requires that the package must display the advertisement: "This product includes software developed by the OpenSSL Project for use in the OpenSSL Toolkit (http://www.openssl.org/)"

• anywhere the package is advertised and/or documented,
• during installation, and
• in the output of squid -v

You can use --with-build-info="..." for the -v output.

2. SSLeay License clause 3 effectively requires the package must also display the advertisement:

"This product includes cryptographic software written by Eric Young (eay@cryptsoft.com)"

• in the same places as (1).
