Special characters in Spanish language not displaying properly in ui

It seems they are not properly recognized in several sections of the issuing platform.

We discovered this happens when the csv is not in a unicode format. It affects the UI, claim page, and email.

Recommended next steps:

• discuss & determine how to handle csv files when they are not in unicode format. For example, it could be that we detect the format and display a warning. IN addition, we could add instructions wherever a csv file can be uploaded (batch issuing, credential template, email template)
