More OSS improvements

The logo in this repo is not BSD-3-Clause, so it has now been associated with
the Bedrock Non-Commercial License v1.0--so use of it should be restricted.

The Bedrock Non-Commercial License v1.0 has been moved into the LICENSES/
directory (per the REUSE v3.0 spec). Doing that
should unconfuse GitHub's UI robots, and make things more complaint with the
REUSE spec (now that we have the logo in the repo which is licensed under that
license).

This looks ok to me ... but also looks like there are more dates to update when the year rolls over and more changes come in. +1 to figuring out how to automate that sort of thing.
