feat(create-app): add optional Tailwind CSS scaffold setup

Summary

Add an optional Tailwind CSS setup flow to @dhis2/create-app so users can scaffold either built-in template with Tailwind preconfigured.

Changes

• add --tailwind CLI option and interactive prompt support
• add two dedicated Tailwind template variants:
  • template-ts-dataelements-tailwind
  • template-ts-dataelements-react-router-tailwind
• wire template selection to pick one of four templates (basic/router with/without tailwind)
• update create-app documentation and CLI command docs with Tailwind examples

Notes

• default scaffold behavior remains unchanged when --tailwind is not provided
