rename azure to az in ide-urls

We have azure In ide-urls for Azure-CLI. However, we aligned our tool names in devonfw-ide consistently to avoid quirks and workaround (see #1088, #1085 and #1086). Therefore azure tool folder and azure edition folder both have to be renamed to just az.

• Update AzureUrlUpdater.getTool method to return az and create according PR for ide
• Update AzureUrlUpdater to add MSI download link for OS Windows and not OS independent
• Create PR for ide-urls deleting azure folder
